UITP Training: public transport contracting
The UITP Training ‘Contracting for Better Public Transport’ took place in Brussels (Belgium) on 12-14 October 2015 under the leadership of Didier van de Velde
“This training provides the opportunity for participants to get a broad knowledge on up-to-date practices in public transport contracting and relationship between authority and operator. The way the training is organised allows them to challenge their thinking on the way to organise public transport services. Legal and abstract issues are mixed with numerous real-world examples, making a bridge between theory and practice. Participants learn from the trainers but also from discussing with each other and it is always a great pleasure to see those animated discussions appear between participants.” – Didier van de Velde
Objectives of the course
- Broaden your knowledge on institutional and regulatory framework of public transport
- Gain a deeper understanding of the 4 main models of organisation: Direct awarding, Deregulation, Route tendering and Network tenderingincluding the roles and competences of various actors, risks and responsibilities sharing between authority and operator, quality incentives in contracts, etc.
- Discuss and apply during workshops the lessons learnt from these models of organisation : success factors and limitations
- Have a better understanding of the implementation of the European Regulation 1370/2007 on public passenger transport services by rail and by road
