However, it is no guarantee of better, cheaper or more reliable public transport. This is a key conclusion from the study ‘In-sourcing public transport’ by inno-V, commissioned by the DOVA Partnership and CROW.

Since the amendment to the Passenger Transport Act 2000 at the end of 2025, provinces, like major cities, have been given greater scope to insource public transport, subject to certain conditions. The study shows that public authorities are not faced with a simple choice between outsourcing and insourcing. There are many hybrid models possible, in which the public authority and the transport operator divide tasks in various ways.

“In-house provision is sometimes seen as the ultimate solution to challenges in public transport. This study shows that the reality is more complex. Every organisational model has advantages, disadvantages and risks. That is why it is important first to clearly identify which problem you wish to solve,” says Jan van Selm, director of the DOVA Partnership.

The study describes experiences from the Netherlands and other European countries. It shows that many bottlenecks in public transport can also be tackled in other ways. These include adapted contract forms, different tendering models, greater government control over vehicles or infrastructure, or new forms of cooperation between public authorities. The study also shows that setting up a transport company is a major undertaking. It requires knowledge, staff, administrative capacity and financial resources. In addition, matters such as IT, operational management and governance must be properly organised.

The study therefore emphasises that no single organisational model is the best solution everywhere. The key question is which approach best suits a region’s objectives, challenges and circumstances. To assist public authorities in this regard, the study provides a practical decision-making framework. This enables them to make a well-founded choice that is appropriate for their region.

Commissioned by the DOVA Partnership and CROW, the research and consultancy firm inno-V has carried out a study into in-house provision of public transport.
