UITP Training Tendering and Contracting in Public Transport – Sept. 26-28

Contracts are an essential tool for a PTA to get a PTO or any other service providers to deliver good transport and mobility services. This training looks at different contracting models based on competitive tendering.

This training aims at addressing general considerations and high-level discussion on contracting and tendering. It will help professionals reflect on their general practice and approach of contracting. This training is mainly focused on the international context and different models of contracting, but this training is open to any other professionals would like to gain some key understanding of contracting in the competitive tendering context.

Learning objectives

  • Broaden your knowledge on institutional and regulatory framework of public transport
  • Gain a deeper understanding of the Route tendering and Network tendering including the roles and competences of various actors, risks and responsibilities sharing between authority and operator, quality incentives in contracts, etc.
  • Discuss during case studies the lessons learnt from these models of organisation: success factors and limitations

This training gives an opportunity to discuss various ways of organising the provision of public transport services and will help you to reflect and constitute an opinion on topics such as:

  • How do the roles of public transport authorities vary between countries and regions in their relationship with public transport operators?
  • What are the various forms of contracting used in public transport?
  • What are main challenges facing transport authorities for the future of contracting?
  • What does it take to organise a competitive tendering procedure for public transport services?
  • Should operators or the transport authority plan public transport services?
