What can the UK learn from Dutch public tendering practices?

The Passenger Transport Executive Group (PTEG), an organization consisting of British public transport authorities, asked inno-V to write a report about Dutch tendering practices, and to compare this to the free public transport market in Great Britain.

The report details the transition of public transport organization in the Netherlands since the adoption of the Transport Act 2000, and the effects of tendering on the quality and quantity of the Dutch public transport network. In addition, the report gives a detailed description of tendering experiences in several specific cases, as well as the results of these tenders.
