UITP training program: contracting for better PT

The UITP Training ‘Contracting for Better Public Transport’ took place in Munich (Germany) on 9-11 April 2014 under the leadership of Didier van de Velde, and with the support of MVV – Münchner verkehrs- und tarifverbund. See the brochure for this training.

“This training provides the opportunity for participants to get a broad knowledge on up-to-date practices in public transport contracting and relationship between authority and operator. The way the training is organised allows them to challenge their thinking on the way to organise public transport services. Legal and abstract issues are mixed with numerous real-world examples, making a bridge between theory and practice. Participants learn from the trainers but also from discussing with each other and it is always a great pleasure to see those animated discussions appear between participants.” – Didier van de Velde

This training aimed at the following:

  • Present basic definitions related to the institutional and regulatory framework of PT;
  • Present and compare the 4 main models of organisation: Direct awarding, deregulation, route tendering and network tendering including the roles and competences of various actors, risks and responsibilities sharing between authority and operator, quality incentives in contracts, etc.;
  • Discuss lessons learnt from these models of organisation: success factors and limitations;
  • Have a better understanding of the implementation of Regulation 1370/2007 on public passenger transport services by rail and by road.
